This relentless rise is no accident. Linked to inflation since 2023, tobacco taxes climb automatically, justified by 75,000 smoking-related deaths every year. France is turning the screw: public smoking bans now extend to parks, beaches and school areas, backed by fines for lighting up or even dropping a butt. Yet cheaper packs just across the border fuel cross‑border runs and smuggling, exposing the stark tension between public health ambitions and the everyday reality of addiction and inequality.

Because most of the retail price is made up of tax, a manufacturer cannot change the final amount on its own. The proposed price still passes through the customs and tax system, so each increase reflects both commercial pricing and the public policy applied to tobacco. That structure also explains why the producer and the tobacconist receive only a limited share of a pack that costs more than twelve euros.

The pressure is especially visible for people who switched to rolling tobacco to save money. The next increase will therefore be judged by both measures: whether it reduces smoking and whether it deepens inequality or illegal trade.
